Though other policy documents (not the least of which being the Constitution) expressly prohibit DoD surveillance of U.S. citizens over U.S. territories, apparently it’s “all good” if it happens “ accidentally”.
Wired magazine’s Spencer Ackerman called Bullshit on the Danger Room blog site and posted the related policy documents.

H.R. 347: Federal Restricted Buildings and Grounds Improvement Act of 2012 to correct and simplify the drafting of section 1752 of title 18, United States Code was recently passed. The title of the bill and what it authorizes is bullshit.
A better title is “Protest Criminalization Act of 2012”.
The law amended by the resolution is not a new one - the secret service has been able to designate areas as restricted for years … 
The original law allows the secret service to designate restricted areas around certain buildings and/or grounds.
An individual can be arrested in these areas if they “willfully and knowingly”:
·      Entered or remained in a restricted zone without lawful authority.
·      Engaged in “disorderly or disruptive” conduct in or near a restricted zone (What constitutes “disorderly or disruptive” is actually defined.)
·      Blocked the entrance or exit of a restricted zone.
·      Engaged in an act of physical violence against person or property in a restricted zone.
The original authority is bullshit enough but but H.R. 347 takes it one slippery step changing the language from “willfully and knowingly”, which means you know you’re committing a crime to simply “knowingly”, which means you’re aware you’re in a restricted zone, but not necessarily that it’s unlawful. 
At its most simple and sinister level, it removes the “intent standard” prosecutors need to prove someone’s guilt, making any protestor fair game as long as they ‘know’ they’re protesting in a restricted area.
